Open Access는 이용자들이 해당 학술자원을 공공의 인터넷상에서 교육 및 연구의 목적으로 비용 지불 없이 이용 가능하게 하는 것으로
이용자는 저작물 전문의 조회, 다운로드, 복사, 배포, 인쇄, 검색, 링크 등을 할 수 있으며 이용하는데 있어 경제적, 법률적, 기술적 장벽이 없이 온라인 접근을 가능하게 하는 것입니다.

Open Access Journal의 경우

Current issue 이용은 제한적이고, 6개월이나 1년 정도 지난 타이틀 혹은 과거 이슈 등을 이용할 수 있습니다.
또한 이슈 전권을 이용 할 수 있는 경우보다 특정 아티클 몇 건에 한해서 무료로 이용할 수 있는 저널들도 Open Access 저널에 포함됩니다.
